The Certified Public-Private Partnership (CP3P®)

CP3P® Program is an innovation of the World Bank and other Multilateral Development Banks. It was developed by the APMG PPP Certification Program®, a renowned certification body based in the United Kingdom and is partly funded by the Public-Private Infrastructure Advisory Facility (PPIAF). It aims to foster a common understanding amongst PPP Practitioners and promote consistency of processes used in PPPs and the PPP lifecycle.

The three examinations in the APMG PPP Certification Program® are, one Foundation level and two practitioner (Preparation and Execution) level examinations. Successful candidates are awarded a certificate for each level. Candidates can take one or both practitioner exams in any order. However, taking the preparation exam before the execution exam follows the lifecycle of a PPP. Candidates who have passed all three exams will be entitled to use the CP3P® credential.

CP3P® Foundation
Course Details

Entry-level certification designed to test fundamental knowledge of PPP frameworks and concepts. Perfect for professionals new to public-private partnerships.

Duration:      1 week supervised reading + 1-day exam
Format:         50 multiple-choice questions, 40 minutes
Pass Mark:    50% (25 out of 50)

CP3P® Preparation
Course Details

Practitioner-level certification covering PPP framework application, project identification, screening, and appraisal processes in various contexts.

Duration:       2-week supervised reading + 30 hours lectures over 8 days
Format:          4 sections (20 questions each), 150 minutes, open-book
Pass Mark:    50% (40 out of 80)

CP3P® Execution
Course Details

Advanced certification for structuring, drafting PPP documents, and managing contracts during construction and operation phases.

Duration:        2-week supervised reading + 30 hours lectures over 8 days
Format:           4 sections (20 questions each), 150 minutes, open-book
Pass Mark:     50% (40 out of 80)
