CP3P® Certification Program

The Certified Public-Private Partnership (CP3P®)

CP3P® Program is an innovation of the World Bank and other Multilateral Development Banks. It was developed by the APMG PPP Certification Program®, a renowned certification body based in the United Kingdom and is partly funded by the Public-Private Infrastructure Advisory Facility (PPIAF). It aims to foster a common understanding amongst PPP Practitioners and promote consistency of processes used in PPPs and the PPP lifecycle.

The three examinations in the APMG PPP Certification Program® are, one Foundation level and two practitioner (Preparation and Execution) level examinations. Successful candidates are awarded a certificate for each level. Candidates can take one or both practitioner exams in any order. However, taking the preparation exam before the execution exam follows the lifecycle of a PPP. Candidates who have passed all three exams will be entitled to use the CP3P® credential.

 

CP3P® Foundation Level

The CP3P® Foundation training and examination is designed to test a candidate’s knowledge and understanding of the fundamentals of the PPP Guide to act as an informed team member of a PPP project. The Foundation certification is a prerequisite for the practitioner (Preparation and Execution) certifications.

Examination Structure
  • Proctored paper-based or online examination.
  • 50 multiple-choice questions per paper.

  • 40 minutes duration.

  • The pass mark is 50% (25 out of 50)

CP3P® Preparation Level

The Preparation exam tests the understanding of each candidate on the application and tailoring of PPP framework, project identification, screening, appraisal and preparation process in each go context.

Examination Structure
  • Proctored paper-based or online examination.
  • 4 sections (20 question lines, one mark each).

  • 150 minutes duration.

  • Open-book exam.

  • The pass mark is 50% (40 out of 80)

  • 2-week Supervised Reading

  • 30 hours of Lectures over 8 days

  • Subject Matter and Interactive Sessions

  • 1-Day Mock Examination and Review

  • 1-Day Certification Examination

CP3P® Execution Level

The Execution level is designed for the structuring and drafting processes of PPP tender documents and the PPP contracts, as well as the management of PPP contracts during the construction and operation phases.

Examination Structure
  • Proctored paper-based or online examination.

  • 4 sections (20 question lines, one mark each).

  • 150 minutes duration.

  • Open-book exam.

  • The pass mark is 50% (40 out of 80)
