The APMG PPP Certification Program is an innovation and collaboration between the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the Multilateral Investment Fund (MIF) and the World Bank Group (WBG). The program is part funded by the Public-Private Infrastructure Advisory Facility (PPIAF).

The APMG PPP Certification program aims to foster a common minimum level of knowledge and understanding amongst practitioners, developing the capability of individuals responsible for the management of PPPs and supporting them to meet infrastructure demands and stimulate economic development. Ultimately the PPP Certification Program culminates in the award of the definitive CP3P (Certified Public-Private Partnership Professional) credential which is proof of in-depth knowledge of and alignment with international PPP best practice.

The CP3P pathway includes three stages;

  • The Foundation and Overview stage;
  • Preparation stage and
  • Execution stage.

Demonstrated competence and understanding of the PPP Certification Program Guide (The PPP Guide) is the basis for the certification. The PPP Guide which is the Body of Knowledge (BoK) on Public-Private Partnerships (PPPs) is organized into eight modules that reflect the stages in a PPP project life cycle.




The Foundation level is aimed at individuals working at a basic level of PPP implementation, with little or no prior experience. It aims to standardize their knowledge of the PPP process and terminology, as described in the Guide. The exam tests whether a candidate has sufficient knowledge and understanding of the PPP Guide to act as an informed team member of a PPP finance project. Thus enabling them to participate in a team environment and move on to implementing the process. The Foundation certification is a pre-requisite for the two Practitioner certifications. Preparation Stage The Preparation exam is aimed at individuals involved in the development or implementation of PPP Frameworks or the initiation and preparation of PPP projects. The exam tests whether candidates have achieved sufficient understanding of how to apply and tailor PPP Frameworks and PPP Project Identification, Screening, Appraisal and Preparation Processes in a given governmental context. Execution Stage The Execution exam is aimed at individuals involved in the structuring and tendering of PPP projects and the management of PPP contracts. The exam tests whether the candidate has achieved sufficient understanding of how to apply the structuring and drafting process of PPP tender documents and the PPP contracts, as well as the management of PPP contracts during the Construction and Operations Phases Execution Exam

While it is mandatory to complete the Foundation stage successfully before going to the next stage, the Preparation and Execution stages are not in a successive order. Candidates can choose to either sit the Preparation exam or the Execution exam, depending on their level of experience or the stage of a PPP project they are involved in.

The CP3P is awarded to candidates who successfully pass all three exams based on information in the PPP Guide.

Earning the internationally recognized CP3P credential demonstrates credibility and proves an individual’s grasp of standardized PPP best practice, technical competence and expert ability to deliver PPPs to a high standard.

The CP3P Foundation Exam Structure

  • Multiple choice exam
  • 50 questions (One Mark each)
  • 40 Minutes duration
  • Pass mark is 50% (25 marks out of 50)
